Visitors may park in the lot next to the Admission and College Relations Building at the corner of  East Broadway and North 6th st. It is on the Northwest side of the building.

Parking Permits: Applications, Payments and Refunds

All Monmouth College parking lots and parking areas, including those streets and drives maintained by the College, require a College-issued parking permit.

The number of parking permits sold each year is limited to the roughly equivalent number of campus spaces designated for student parking. However, possession of a parking permit does not guarantee that a parking space will always be available.

The opportunity to purchase a student parking permit is first given to returning students.

Freshmen and Sophomores will be required to park in the Perimeter lots: Euclid, North 9th Street or North 11th Street. Juniors and Seniors will be assigned General parking permits. Permits are assigned on a first-come, first-served basis.

Parking permits will be issued to students upon returning to campus, with fees charged to their student accounts. If no parking permits remain available, a student will be issued a free registration decal. Free registration decals are provided for vehicle identification only and, except during weekends (i.e., 5:00 p.m. on Friday to 5:00 p.m. on Sunday), do not allow the vehicle to be parked on campus.

A refund for a returned and unused parking permit is allowed if requested within the first seven calendar days of each semester. If the old permit is not returned, or if proof of destruction is not provided, the full per-semester fee will be charged.

Conditions and Responsibilities

Parking on the Monmouth College campus is a privilege that may be revoked at the discretion of Monmouth College.

It is the responsibility of the parking permit holder to properly display the permit (right side, front windshield for automobiles, and rear fender for motorcycles.) Incorrect display of the parking permit may result in the issuance of a parking ticket and associated fine. If an alternative vehicle is used by a parking permit holder, a temporary parking permit must be obtained from the Stockdale Center Office.

Monmouth College reserves the right to permanently change all parking rules and regulations in order to make improvements or to facilitate operations. Students, faculty and staff will be informed of such changes by public notice (electronic bulletin board, etc.).

Vehicle owners or parking permit holders who have received more than four parking tickets during an academic year will be required to permanently remove their vehicles from campus, and no refund will be provided. Vehicle owners or parking permit holders who are required to permanently remove their vehicles, but fail to do so will be referred to the appropriate administrative office (Student Affairs, Personnel, etc.) for disciplinary action.

General Rules and Regulations

  1. Parking in all Monmouth College parking lots or College-maintained streets requires the appropriate College-issued parking permit. A parking permit does not guarantee the holder a parking space. The responsibility of finding an authorized parking space rests with the permit holder. Lack of parking is not considered a valid excuse for violation of traffic and parking regulations.
  2. All Monmouth College students, faculty and staff must register their vehicles and properly display a registration decal or parking permit at all times. Unregistered vehicles with outstanding violations will be assessed a service fee if the license plate number is traced for identification.
  3. Parking is prohibited in campus fire lanes (Stockdale drive, etc.) at all times.
  4. Blocking or obstructing traffic in parking areas, service drives, curbs, islands, loading docks or trash dumpsters is prohibited.
  5. Parking in or along College drives is prohibited, except where specifically designated.
  6. Parking on or blocking sidewalks or other pedestrian pathways is prohibited.
  7. Parking or driving on College lawns is prohibited.
  8.  While driving on College property, motorists must yield right-of-way to pedestrians.
  9. All current parking permits remain the property of Monmouth College and may not be sold or transferred to other parties.
  10. Full price will be charged for lost or stolen parking permits. Anyone found in possession of a stolen parking permit will be fined, lose all parking privileges on campus, and reported to the appropriate authority (Student Affairs, Personnel, etc.).
  11.  Perimeter Lot permit holders found parked on campus (lots, roads or drives) will be fined.
  12. All parking rules and regulations apply to motorcycles. Motor vehicle use, including motorcycles, is strictly prohibited on college walkways. (Use of non-licensed motorized vehicles, such as golf carts, is prohibited unless specifically authorized by the College.)
  13.  Students may not park in designated Faculty/Staff lots from 6:00 a.m. to 5:00 p.m. weekdays.
  14. All parking lots are open from 5:00 p.m. Friday to 5:00 p.m. Sunday, except when/where specifically designated.
  15. Use of parking spaces designated for service/delivery only is limited to the period of time spent actively loading or unloading the vehicle, and the vehicle must be attended at all times.
  16. Visitor Parking spaces may be used by campus visitors only.
  17. In the event of a license plate change, a new vehicle is obtained, or a loaner/ temporary vehicle is brought to campus, the Business Office (Poling Hall, main level) must be notified.
  18. To address operational requirements (construction, special events, etc.), campus parking lots or parking areas may be temporarily or permanently closed.

Handicapped Parking

A number of campus parking spaces are designated for handicapped parking. These parking spaces are clearly marked and are restricted for use by individuals displaying valid handicapped permits issued by licensed physicians or state-issued handicapped license plates.

Tickets and Fines

Parking tickets will be issued to any vehicles found to be in violation of the rules and regulations set forth in this guide or as posted (i.e., signs, electronic bulletin board, etc.) by Monmouth College. A parking permit does not guarantee the holder a parking space. The responsibility of finding an authorized parking space rests with the permit holder. Lack of parking is not considered a valid excuse for violation of traffic and parking regulations. Failure to find a parking ticket on the vehicle does not invalidate the parking ticket or the associated fine. Unregistered vehicles with outstanding violations will be assessed a service fee if the license plate number is traced for identification. Failure of the College to strictly enforce any parking regulation shall not be construed as a waiver for the future enforcement of the regulation.

Fines associated with parking tickets:

  • Unregistered Motor Vehicle: $100.00
  • Parking or Driving on College Lawns: $50.00
  • Parking in Handicapped Space without Permit: $50.00
  • All Other Violations (unauthorized lot, restricted areas, sidewalks/ pathways/driveways, blocking dumpsters, double-parking, etc.): $20.00


Parking tickets issued to students may be appealed in writing to the Student Appeals Board (Campus Mail Box #1 or by email to “MC Parking”). Written appeals must be received within 14 calendar days of the date the parking ticket was issued. Appeals received after the 14-day deadline will be considered untimely and will not be given consideration.

Theft and Damage

Parking permits or registration decals do not include or imply security protection. Monmouth College assumes no responsibility for theft or damage to motor vehicles or their contents. Vehicles should be locked at all times.

Inoperable or Abandoned Vehicles

The owner or driver of a vehicle that is in violation of Monmouth College parking rules and regulations, but is unable to be moved due to mechanical difficulties, must immediately report the vehicle to the Business Office or Campus Security.

Towing of Vehicles

Vehicles parked illegally will be towed at the owner’s expense by Berg’s Towing, 1420 North Main Street, 309-734-1999. The towing charge is $50.00. A storage charge will also be assessed.


Overall coordination of the parking program at Monmouth College is the responsibility of the Business Office. However, certain aspects of the parking program, including enforcement and registration, are delegated among other administrative offices. Inquiries regarding parking regulations and procedures should be directed to the Business Office.

City Parking Ordinances

Violations of City ordinances will be enforced by the Monmouth Police Department.

Parking on city streets is limited to 72 hours at any one location. In addition, parking on city streets without a City residential permit in most neighborhoods surrounding the campus is prohibited.

A number of streets bordering the campus, including East Broadway, North 6th and East Euclid, are designated by the City of Monmouth as “Emergency/Snow Routes.” In the event of snow, the City of Monmouth prohibits parking on these streets until the snow has been cleared. Significant fines and towing can result from violation of City parking ordinances.

Temporary Parking Permits / Visitors

Any students who currently have a Monmouth College Parking Permit may obtain a temporary permit from the Stockdale Center Office. Unless approved prior to issuance, temporary permits will be valid for no longer than two weeks. Visitors may obtain from the Stockdale Center or Admission Office a temporary parking permit for restricted use. Students, faculty and staff are not considered visitors and may not display a visitor permit on their vehicles. Vehicles used by visitors are subject to the rules and regulations stated in this guide or as posted by Monmouth College.
